Verify a Citability receipt

Public integrity check, no authentication required. Fetches a signed scan receipt by its public id and recomputes its sha256 hash chain server-side. hashValid: true means the stored answer, verdict, and metadata still match the hash signed at capture time; a tampered or unknown receipt fails. Verification proves the record has not changed since signing, not that the engine's answer was correct.
