Search subjects

Full-text and semantic search over council meeting subjects (agenda items). Filter by city, person, party, topic or date range. With a query, results are ranked by relevance, not by date: the top hit is not the most recent match, and absence from the first page is not absence from the record — page on, or widen the filters, before concluding something does not exist. It ranks subjects, not meetings, and cannot filter by administrative body — use list_meetings for that. Omit the query to list eve

List hot subjects

The most-discussed subjects across all municipalities over a recent period, ranked by debate time — start here for "what is happening in the councils", a weekly roundup, or picking topics worth clipping. Covers every municipality at once (no city id needed) and does not depend on the search index. It ranks summarized meetings only — a meeting that is transcribed but not yet summarized has no subjects to rank, so use list_meetings to find those.

List subjects near a location

Recent council subjects around a geographic point — "what has the council discussed about this neighborhood" (for the decision, follow up with get_subject). Resolves the covered municipality containing the point, then returns subjects pinned within the radius first, followed by recent municipality-wide subjects; each group is ranked by a recency/discussion blend, like the site's own nearby widgets. distanceMeters is the subject's distance from the point — null means a municipality-wide subject w

Fetch a record

Fetch the full content of a single record by id. Accepts a subject id (default), or prefixed ids: "city:{cityId}", "person:{personId}", "party:{partyId}", "meeting:{cityId}/{meetingId}".

List municipalities

List the municipalities available on OpenCouncil, with ids and counts.

Get municipality

Get a municipality profile: its political parties, and its administrative bodies — the council, committees and κοινότητες that hold meetings. Each body carries the id that list_meetings filters by.

List the people (councillors, mayor, etc.) of a municipality with their roles and party.

List meetings

List a municipality's council meetings, newest first (or soonest first for upcoming). Unfiltered it mixes scheduled meetings in with held ones, and a scheduled meeting sorts ahead of every held one — pass timeFilter to separate them. administrativeBodyIds answers "when did this body last meet": pair it with timeFilter "past" for the last held session, "upcoming" for the next one. Get meeting

Get a council meeting with its agenda. Each subject carries discussionSeconds — how long it was actually debated, the best proxy for which subjects mattered, since agenda order does not reflect weight. Subjects are returned in agenda order. An empty `subjects` list does not mean an empty meeting: subjects come from a summarization step that runs after transcription, so a meeting can hold the full verbatim record and no agenda yet. Get a subject (agenda item) in detail: status, description, per-speaker contribution summaries, decision. Carries its meeting context (meetingName, meetingDate, and administrativeBody — the body that met, e.g. «Δημοτική Επιτροπή», or null when the record names none). `withdrawn` means the subject did not proceed: when `nonAgendaReason` is "outOfAgenda", the body did not approve it as urgent; otherwise the subject was withdrawn or postponed without discussion. The verbatim transcript of everything said about one subject, as utterances with ids, speaker names, roles (resolved as of the meeting date) and timestamps. Utterance ids from here are what highlight creation needs (available on authenticated connections).

The full transcript of a meeting as speaker segments, paginated. Speaker roles are resolved as of the meeting date. Long — prefer get_subject_transcript when you care about one subject.
