draft_pollyDraft a polly for user review. Nothing is created or sent. The questions array decides what you get: ONE question makes a single-question polly, TWO OR MORE make a multi-question polly, which also needs a title. When the user asks for "a poll" author one question; when they ask for "a survey" author two or more, asking what to include if they didn't say. Call this first whenever the user asks for a polly. It validates the audience and renders a confirmation card with Send and Cancel buttons.
