Create Campaign
create_campaignCreate a new voicemail drop campaign with optional smart pool for high volume. Numbers are de-duplicated; up to 200,000 numbers per request. Campaigns above ~10,000 numbers are created with status LOADING and populate in the background - poll get_campaign_load_status with the returned loadJobId. Only RVM-eligible numbers (wireless + CLEC) are loaded; landline/invalid numbers are excluded and reported in the hopper breakdown.
