List alerts
Alerts — Events on your watchlist, newest first. To poll it, keep the newest `detectedAt` you have seen and pass it back as `since`, then de-duplicate on `id`. `since` is INCLUSIVE, so a batch of signals sharing one timestamp can never fall through the watermark — delivery is at-least-once, and the boundary row arrives twice rather than never.
